The index is constructed with five commonly used indicators, which are also part of the United Nation's Sustainable Development Goals monitoring framework. The Girls' Opportunity Index is constructed and published by Save the Children, an international non-governmental organization that promotes children's rights, provides relief and helps support children in developing countries. The index is inlcluded in a report entittled "Every Last Girl" published on Oct 11, 2016, the International Day of the Girl Child. Further details of methodology and technical note of the index can be found in the report. The classification of countries by income is based on the World Bank's definition.
